An engineer who cut her teeth in the glass industry, Lucy’s specialism is in initiating and implementing complex and challenging carbon-saving delivery projects in urban environments with direct experience of retrofitting works and operating district heating in the UK. Over twenty years progressing energy policy and programmes in London provided a deep understanding of the opportunities and challenges of reducing energy use and addressing the climate emergency. She is also an experienced energy policy practitioner, including energy in planning policy at a London Borough and the Greater London Authority. Lucy’s strengths include optimising technical and economic development to maximise end user benefits including alleviating fuel poverty.

She initiated and oversaw the development of a district heating network programme in Islington with the construction of the Bunhill Heat and Power network. Phase 2 of the project is a first in Europe, and sees the capture of low-grade waste urban heat from the London Underground into a heat network supplying existing conventional UK housing stock.

Lucy is Chair of the UK Association of Decentralised Energy and also co-Chair of London Borough of Waltham Forest’s Climate Emergency Commission. She has also recently been appointed to the Mayor of London’s Infrastructure Advisory Panel.
